Yes. It involves pasting or uploading a plain text file formatted as demonstrated at the Moodle XML Converter.

This doesn't preserve formatting in the questions and you cannot have a list such as i. ii. etc, so the full stops need removing from those questions that use it. The file you get from the XML converter is ready to import to your question bank - it's a Moodle XML file.

If you understand basic html, html tags can be added to the questions to format them straight in the XML file. Alternatively, you can upload the questions unformatted and edit them within Moodle.
